Same problem here with Gutsy on a Quanta mw1. Doing: killall -9 gnome-power-manager;gnome-power-manager --no-daemon --verbose > ~/gpm.log 2>&1 when battery has 11% of power. as seen in: http://en.opensuse.org/Bugs:GNOME http://bugzilla.gnome.org/show_bug.cgi?id=506305 got me the file attached.
Should get low power notification at 10%, critical at 3% and action (shutdown) at 2%, but no notification with anyone and no action too. But executing "gnome-power-cmd.sh shutdown" in a terminal works perfect.
