Bug Description
In theory the gnome-panel of gnome3 should be configureable as is the gnome-panel of gnome2. Only you have to hold the ALT key as long as you edit.
On my computers this didn't work, since I always use the touchpad and always enable the pointer preferences option that disables tapping while I type: Pressing the alt key seems to disable all mouse keyevents in my setup. Other apps don't seem to have this problem, though. At least I never noticed it before.

If you're using Compiz (in other words not GNOME Classic (No Effects) ), you'll need to hold down the Alt key and the Windows key to customize the panel. That's bug 891622.
