Run Application dialog doesn't check $PATH

Bug Description

Binary package hint: gnome-panel

My usage of this application in Maverick is now broken in Natty. The Run Application dialog ("classic desktop" - Alt-F2) does not find executables in my $PATH. My PATH is set up in ~/.profile

It seems to fall back to assuming I'm trying to run something in $HOME, with an error "Could not open location 'file:///home/james/tb" (where tb is a script in my $PATH in another directory)

This is a regression.

Further, even if I move the executable file to $HOME, it then opens the file in an editor rather than executing it. It appears as if the dialog is calling gnome-open from $HOME - the error message and behavior are exactly the same.

Thank you for your bug report. The issue is an upstream one and it would be nice if somebody having it could send the bug the to the people writting the software (https://wiki.ubuntu.com/Bugs/Upstream/GNOME)
