I'm using Ubuntu 16.04 LTS, and I still occasionally get this problem on a cold boot.
It's different than presented here though, because I do not see the complaint in the .xsession-errors file, but only in the popup that informs me the widget has failed.
Fortunately, the 'pkill gnome-panel' and restarting it in the background appears to work, and the widget starts as expected.
I'd still prefer to see this fixed though, even if it is intermittent, it's a pain.
