I have this and a tendency for the panel to become KDE based after resuming. My comment has more to do with the this bug only happening in one of my partitions; both of which are running Maverick.
On my original partition; starting from Hardy and upgraded to each version since I have panel problems from time to time, but also can do things, that I can't on the other Maverick partition; which began as a Karmic Alpha and has been running Alphas and the like since.
My point is that it may be something that has been latent in previous kernels and re-appears since.
I would be interested in comments from those who started with Lucid, rather than previous versions.
