I ran apt-show-versions on both partitions and there a quite a few differences. It would be helpful to know what to look for, as I'm having the additional problem of being unable to upgrade the test partition to 10.10 using the update-manger -d approach.

Doing a clean install would solve my problems, but it wouldn't help the testing process.
