Even I am getting this problem today. I am on the latest Dapper. The panel works just fine for other users. The top panel with the menubar and applets seem to be hung as I don't see any of the applets and clicking on the menubar doesn't yield any results.
$ ps ax | grep panel shows this --
6094 ? Ssl 0:01 gnome-panel --sm-client-id 11c0a80164000114265696300000056860009 --screen 0
6098 ? S 0:02 /usr/lib/gnome-panel/wnck-applet --oaf-activate-iid=OAFIID:GNOME_Wncklet_Factory --oaf-ior-fd=43
6107 ? S 0:00 /usr/lib/gnome-panel/notification-area-applet --oaf-activate-iid=OAFIID:GNOME_NotificationAreaApplet_Factory --oaf-ior-fd=50
Looks like they are hung badly.
I am also attaching my ~/.gconfd
