There where no users logged in - only on VT when I did the ps.
Strange thing now is:
If I start Gnome now as my test user everything starts without any problems. The 2 panels are now in the correct order on the top of the screen.
I do not remember exactly if I killed the panel on VT when I did ps ax... But I don't think that this is the reason and I wonder why it works now!?
But that mustn't happen that there is a panel error the first time after putting 2 panels on the top and logging out and in again.
