I can reproduce this. I created a test user and did nothing with the account but log in, click on the clock applet, create a location (NYC LaGuardia Airport) and click on "set location" next to the location listing in the clock applet's menu. I was prompted for my password to set the system time, I entered the password and the weather report showed up correctly next to the clock. I logged out and logged back in, and the weather report was gone, the home location setting had been lost somehow. Using the latest hardy.
