Up to now, the weather was never displayed directly after login for me, but only after I once had switched the temperature or wind speed unit. It does not depend on the value to which I change it, though.
In .xsession-errors there are warnings like this one:
(gnome-panel:5094): GWeather-WARNING **: Failed to get METAR data.
Always three in a row, since I have three locations defined.
