I don't know if this has been already addressed, but in case not, here you've got some info:

"The desktop window is no longer set as fullscreen as this can cause problems with panels"
So, I think the changes should be backported (due to the upstream freeze).
BTW, it has nothing to do with gnome-panel... just compiz.
