Why do you think that this is bug with gnome-panel? GNOME Panel does not know anything about touchpad nor any other device you are using.
This is most likely bug with gnome-settings-daemon and/or gnome-control-center. But ubuntu at least for now are using unity-settings-daemon and unity-control-center.
