On a 1024x768 screen, when you move the edge panel to the right or to the left
of the screen, it covers around 25% of the display, and because Firefox,
Evolution, and Help icons are scaled to this enormous size, there's no more free
space available in the panel to move it back to the top.

A solution could be forbidening the left and right position for this panel, or
disabling the scaling of the icons.
