gnome-control-center having the same issue makes sense (no need to test again g-i-s, but just for the record it's not in the standard directory so the full path needs to be used, '/usr/lib/gnome-initial-setup/gnome-initial-setup')
Do you have any error/warning on the command line if you start gnome-control-center from there? is your internet connection working fine otherwise?
