I'm fairly sure this is because each process playing a sound is counted as its own "application" in the Applications tab in the background, so the list rapidly enlarges as you go through the list. And when the list gets larger than the window, the window resizes.

If so, there are two ways of fixing this bug, and both of them need doing for other reasons too.

The most important is to put the list of applications in the "Applications" tab into a listbox that can scroll.

The other is to refine the list so that whatever it is that plays Ubuntu sound effects is not regarded as a separate "application".
