I'm not sure if this is a bug or something for the wishlist. But I think that Mahjongg used to tell me if I reached an unsolvable status of the puzzle.

Now it just offers me to shuffle the puzzle, but it does not recognize that the shuffled puzzle still is unsolvable, see attached screencast
