Directory /var/lib/lightdm was empty in my case:

/var/lib/lightdm# ls -lh #as root user
insgesamt 0

Copying

/home/<user>/.config/monitors.xml

to

/var/lib/lightdm/monitors.xml

does not fix this issue.
