gnome-disk-utility follows the same workflow of all GNOME applications, and the translations are imported as soon as there is a new upstream release. I am guessing that the upstream translation was completed after the 2.28.0 release, and thus was not included in the tarballs and therefore not imported. It should get imported when the 2.28.1 release comes out.

In any case, Ubuntu translators can easily import the translations themselves straight away, and they will be included in language packs, which is one of the advantages of using Launchpad.

Here's how you can do it:

1. Download the upstream translation from Vertimus
2. Go to https://translations.launchpad.net/ubuntu/karmic/+source/gnome-disk-utility/+pots/gnome-disk-utility/ru/+upload to manually import the translation
3. Go to the Browse... entry in the form and browse to the file you downloaded from upstream
4. Choose "Imported translation", since you will be importing an upstream translation
5. Click on Upload
6. Done! Depending on server load, it might take some time to import the translation, which you will be able to track in the import queue link you will be shown.
