Sorry, that's my bad, I should've clarified. With the legacy install, the whitespace is gone after install but present in the live session and during install. With the non-legacy installer, it's present all the time.

So it looks like the issue is with C.UTF-8, and en_US.UTF-8, but not with en_GB.UTF-8.
