This is no longer a bug in 13.04, the fact that the mouse & touchpad panel setting doesn't relect current setting if altered from default is a different issue.
(actual set value can be seen in dconf, - org.gnome.settings-daemon.peripherals.touchpad motion-acceleration

one bug filed on the panel is here, not so sure it was properly described but..
