Bug Description
gnome-control-
1. Go to "System Settings" > "Appearance".
2. Change the theme.
What happens:
* The interface, monochrome icons, and menu bar change color.
* Window title bars don't change color.
Theme changed not fully. See screenshot.

The problem remains if you log out and log in again, suggesting that it is a problem with gnome-control-

Same problem, but for me the title bars change after logging out and back in again.
