In Lucid Beta:

Right click on gnome-panel->"System" menu Select "Edit Menus" Click on "System" menu

"Items" list used to show "Preferences", "Administration", AND "Control Center" This has been true for the previous four versions of Ubuntu
> 3. the behavior you actually encountered (in as much detail as possible).
"Items" list now shows "Preferences", "Administration" "Control Center" is missing from the list.
---- This is purely a user experience regression, but the fix should be trivial to implement.
It would be _nice_ if the menu item were enabled by default. :-)
