I'm requesting a Feature Freeze Exception for the benefit of improving Ubuntu's accessibility to users with hearing impairments.
The package builds in pbuilder and installed without issue on my Maverick VM. I tested it by both watching the value of /apps/metacity/general/visual_bell change as I toggled the checkbox in the System -> Preferences -> Accessibility window and hitting backspace repeatedly in a gnome-terminal while the setting is enabled. The visual bell activated as expected.
The patch is almost exactly the same as a similar patch in debian/patches/ already (#100), except with different names for the widgets and different gconf keys.
