Not sure that's the most adequate way to measure the success of the current workflow.

The ultimate purpose of the bug tracker is to improve the quality of the software we make available. The method I outlined would probably result in fewer open bugs, but they would be closed more transparently, and which bugs would stay and which ones would be closed would be determined based on importance and thus less randomly.

There may well be aspects that I miss, but how about giving my idea a thought? :)
