The original strings are normally American English. Other flavors of English are handled as translations. If your selected language is British English, and the British English translation for a string is missing, it falls back to the original string.

So I don't think this is a bug. Ideally all translations would be complete always, but that will never happen. You may want to nudge the English UK translators team about it (<https://launchpad.net/~ubuntu-l10n-en-gb>), but I suppose it would be hard for them to act on your general observation. Closing this bug report.

Please feel free to file new reports about *specific* missing English UK translations which you find especially disturbing.
