My mistake. I simply added/updated a few more packages (testing it on a Unity install) and now also the Users capplet shows up.
However, I noticed that "Users" now uses the same widget for languages as "Language" and "Formats", but the current language is not marked as such in the list. Can't tell right now if this is an upstream bug or if it's due to the ubuntu patches, but in any case it's not important enough to block the update, of course.
