gnome-color-manager should be nstalled by defult

Currently gcm is not installed by default. Color settings depending on this package will just file.
Ubuntu should install it or notify about missing package, which i assume is hard way to do.

Changing this bug to affect ubuntu-meta, as that is where the default packages for Ubuntu are.
