Bug Description

I've been testing stuff on 13.04, and on several machines including a freshly installed 13.04 I could not calibrate my screen due to the package "gnome-color-manager" not being installed. Trying to calibrate the screen causes some really cryptic error messages with this package missing.

The same happens in Quantal. To replicate:
1. Open system settings
2. Click on "Colour"
3. Choose a monitor, click "Add profile" and confirm
4. Highlit new profile and click "View details"

Error message says:
"Installing packages by files isn't supported
This method hasn't been implemented."

It would be better if it told user to install gnome-color-manager

This does NOT affect 12.04. On precise the popup offers package insatllation.

Making this affect gnome-control-center, as that is where the Calibrate function exists.

affects: ubuntu-meta (Ubuntu) → gnome-control-center (Ubuntu)

gnome-control-center has a patch to install gnome-color-manager on demand using packagekit. Perhaps this patch is broken, or perhaps there is an issue with the aptdaemon packagekit backend.
