After some investigation as described in comment #27 I found that mouse with type XI_KEYBOARD can be identified by XDeviceInfo->use it always IsXExtensionPointer.

That solve problem for all mouse’s which I found

All who have a problem, please try a PPA:
https://launchpad.net/~roman-shipovskij/+archive/ubuntu/ucc+mouse

After upgrade:
close all Unity Control Center window (if opened);
open new Unity Control Center window;
check settings with and without mouse to ensure that all works as expected;
leave comment here;
