Apparently, it is not the same application. I can trigger it using the "Power" icon in the "System settings" window.
I should also add that I appear to get better results by using dconf-editor: under org->gnome->settings-daemon->plugins->power I was able to tweak power settings to a degree...not sure yet if I've managed to configure the machine to suspend when it has less than X% of battery left....
