May you confirm that the power configuration window you are referring to is gnome-power-manager, part of the Gnome control center? (That is the default for Gnome Shell and Unity Desktop.)
If so, I can confirm the issue because I notice I only have the option of Hibernate and Power Off for critical battery levels.
