Keyboard switch out of sync

Bug Description
When switching between norwegian and english keyboard the switch icon shows wrong language:
1. Open "Keyboard layout"
2. Add Norwegian keyboard
3. Assure that English keyboard is chosen
4. Move Norwegian up, so that it is the default keyboard layout.
5. The icon shows that Norwegian layout is in use.
6. Press a special key f.ex. ø/;
Expeced:
ø should be shown
Actual:
; is shown
Further when the key layout is toggled it always show the opposite key layout.
