This is also affecting all bluetooth enabled System76 Laptops. Upon investigation of the issue, we found that enabling the bluetooth module (It is off at boot by default on our models), then running these commands allows bluetooth to function:

sudo killall bluetoothd
sudo bluetoothd

However, if the module is disabled then enabled, it will not work until the commands are run again.
This should suggest a problem with the bluez package (provider of /usr/sbin/bluetoothd), right?
