Can confirm this bug - seems that applet is the problem.
cat /sys/devices/system/cpu/cpu1/cpufreq/scaling_cur_freq
running a few times on console always gives me lowest frequency the CPU can run with.

uname -a:
Linux thinkubuntuz29 2.6.20-16-generic #2 SMP Thu Jun 7 20:19:32 UTC 2007 i686 GNU/Linux

cat /proc/version_signature:
Ubuntu 2.6.20-16.29-generic
