Do you think, perhaps, I dunno..this could be fixed? It seems to be an open and confirmed bug in Ubuntu and I suspect the fix is going to be trivial. I don't think this is anything to do with hardware, it seems to be a software issue since if you right click after you open the brightness applet it magically works.
