Having the same problem on a fresh Dapper Flight install (AMD64).
Applet is always empty, even after deleting items. NOTE: Delete command that bypasses wastebasket is NOT enabled here.
If I use Nautilus to go to ~/.Trash, the items previously deleted are there, though the trash applet does not indicate anything is in the trash. If I double-click on the applet, a Nautilus window with "Wastebasket" in the location bar appears; it's usually empty (see below).
If I plug in my USB jump drive, it is auto mounted. If I delete something on it, a hidden folder is created called .Trash-david (david is my username) and the deleted items go there.
My trash applet still shows empty, but if I double-click on it, then a Nautilus window opens showing me the .Trash-david folder contents.
Why my USB jump drive even needs a trash folder is beyond me.
So how do I get my Trash applet to "point" back to my ~/.Trash folder and to display trash correctly? Is there a config file somewhere that does this?
