On one of my Kubuntu 7.10 installs, reinstalling a variety of packages fixed the problem. I just started reinstalling in alphabetical order, and did about 20 packages. It may only affect 7.04-7.10 upgrades and not new installs. I have a second install exhibiting the same behavior, I'll start reinstalling packages on it and see which one fixes it.
