Yes, I have (in /etc/apt/sources.list). Also, sudo apt-get install gstreamer0.10-plugins-bad worked immediately.

(On a sidenote: even if I hadn't enabled it, I'd still expect the codec installer to find it, since it explicitly says that it will also search repositories that are not supported by Ubuntu in the codec install dialog)
