Please add the new yrl_BR locale

Bug Description

Dear maintainers,

Please find attached the locale definition for yrl_BR to be
considered for inclusion in glibc.

Obs: Please notice at the lines 157-161 in lang_ab, lang_term and lang_lib variables that are with values pt, por, por instead yrl, yrl, yrl how they should be, I did this modification because I am receiving an error:

[error] LC_ADDRESS: language code with terminology "yrl" not defined
[error] LC_ADDRESS: language abbreviation "yrl" not defined
[error] LC_ADDRESS: language abbreviation "yrl" not defined

Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.
