I agree that there's way to work-around this missing package, but:
- this is much slower, and
- the fact that "locales-all" is not available on Ubuntu requires the project to package a number of packages from Debian.
- also I wouldn't feel safe automating this work-around, for instance I've got cases where the admin just didn't want to install a particular locale due to incorrect translations. Having "locales-all" in Recommends: allowed the necessary flexibility.
Is there a particular reason why Ubuntu shouldn't ship this package?
