It appears as though GIMP 2.10 was installed via PPA, causing the conflict. Packages from PPAs are not officially supported.

Adding otto06217 to this bug. Otto, your PPA package is causing a conflict with the official package gimp-plugin-registry. Please add "Conflicts: gimp-plugin-registry" "Replaces: gimp-plugin-registry" and "Provides: gimp-plugin-registry" to your debian/control file to force the uninstallation of that package and to prevent it from being installed with your package.

To solve, force the installation.
sudo dpkg --install --force-all /var/cache/apt/archives/gimp-plugin-registry_7.20140602ubuntu3_amd64.deb
Other solutions give the same problem.

To be clear, this is NOT a bug in the Ubuntu gimp-plugin-registry package, but a bug in the package in the PPA that people are adding, which is NOT supported by Ubuntu.

It is not a real bug. This problem is due to the system upgrade from 16.04 to 18.04. In a new installation of ubuntu 18.04 or derivates, the problem there isn't! I not tested it, but I think that if you want upgrade the system from 16.04 you must early uninstall gimp completely and after the upgrade you can install it without problems.

@bigrock That is simply not true. This bug report as well as #1780683 (a duplicate of this bug) shows the installation media as 'Ubuntu 18.04 LTS "Bionic Beaver"', which indicates these are fresh installs.

The bug is in the erroneous packaging of the GIMP 2.10 package in the PPA used. It is a packaging conflict with the gimp-plugin-registry package in the repo which is happening when not removed prior to installing the package via the PPA referenced here: https://www.omgubuntu.co.uk/2018/05/gimp-2-10-ubuntu-download

Basically, people aren't following the instruction to uninstall GIMP 2.8 prior to installing GIMP 2.10, which the PPA owner could easily force by including the lines in the debian/control file I mentioned in comment #3 above. Unfortunately, there's no way to file a bug against the package in the PPA which is the real culprit here.

This is NOT a bug with the gimp-plugin-registry package in Ubuntu, but a package conflict with an unsupported package.

I'm reluctant to repeat myself: The gimp-plugin-registry is outdated,
deprecated, and buggy. Some of the plugins are taken on by Gimp 2.10.
You can only use it with Gimp 2.8.

@otto06217 It is not depricated in 18.04 since Gimp 2.10 is not included in Ubuntu 18.04. Gimp 2.10 is unsupported in Ubuntu 18.04 for reasons listed here: https://bugs.launchpad.net/ubuntu/+source/gimp/+bug/1759625

Basically, Gimp 2.10 will not be in 18.04 for the forseable future, and your package is causing erroneous bug reports. Please add the lines in comment #3 to your PPA package. Thank you.
