Right let's have a go at getting this closer to a fix.
My current suggestion is to stick a file in /etc/profile.d/rubygems1.8.sh that includes
PATH=$PATH:/var/lib/gems/1.8/bin
The issue with sudo is a "won't fix" scenario I feel. For those sort of gems, we need an 'apt' package building. (Yes and incorporating so that gem knows that they are there - coming soon if I have my way).
