Tried ppa drivers 410, 390, same issue.

I've discovered that although restarting gdm3 does not work:

$ sudo /etc/init.d/gdm3 stop
$ sudo /etc/init.d/gdm3 start

If I sudo to root, stop gdm3, start Xorg -verbose, stop it, restart gdm3, the displays wake up.
