gdm3, mutter, gnome-shell, and sometimes graphics drivers, all have multiple bugs that can result in these same symptoms. So it is helpful to not group bugs on the symptoms and track down the root cause of each person's problem separately.
Otherwise when it comes to declaring a bug fixed, one person will agree it is fixed and another will say it isn't. And the bug will forever be in deadlock because the two people were actually experiencing different bugs that need different fixes.
