Issue still exists in 2010-04-18 image.

Reproduce steps.

1. Download daily build from cdimage on 2010-04-18
2. Fresh install Lucid with Japanese as as default language and with no Internet connection during installation.
3. reboot system after installation.
4. The language of menu is in English which should be Japanese. please see Screenshot in the attachment.

5. Connect internet and install the uninstalled language packages. Please see screenshot-1 in th attachment.
6. reboot system after installation. The language of menu is in Japanese.

6. I wan to use English UI. Therefore I move English (United States), then reboot the system. After system the rebooted, the language in menu is still in Japanese. Please see screenshot-2 with locale info.

7. In Language Support, move "English" after "English (United States)", then reboot the system. After system the rebooted, the language in menu is in English. Also, while system reboot, system pop up an window asks user if user wants to change the folder name (Documents, music......)
