Yes, it is working like that!

I can leave all other options in gdm.conf untouched or change them, it is always the same:
Gutsy`s GDM will not connect to Gutsy.

But if I change to a console, I can start the XServer manually like Gustavo Rahal proposed and it ALWAYS works for me:
X :1 -query <hostname_of_gutsy_machine_running_gdm>

This bug seems to affect the graphical front-end only.
