The 'incomplete' status is meant to indicate that more information is needed from the bug submitter. You appear to be asking for information from the developers...

It's already been acknowledged by one of the shadow developers as a bug in that package. I'm still considering whether we should also treat this as a bug in pam for not having a sensible wildcard format for /etc/securetty.
