The archive scripts are doing the same thing they always have. Look very
closely at this:

These fields are compared purely textually, without attempting to
compare only the e-mail address portions. If you're using
'dpkg-buildpackage -m', then do:
dpkg-buildpackage -m'Mark Howard <email address hidden>'
... and consider using -k instead; otherwise fix debian/control.
