don't reload picture when toggling fullscreen mode

Bug Description

if you open a picture and then tap on it to show the header and leave fullscreen, you see a spinner and the thumbnail reloading. We should not do this and should just use an appropriate thumbnail such that it doesn't need to be reloaded when going fullscreen. A new thumbnail should be requested when rotating the phone but only on the first time.
