Bios vendor is pushing to put new design into cab file, but that need new fwupd to support.
* Test case
1. install the new fwupd, and get cab file in new format.
2. fwupdmgr install XXX.cab. (usually we need --allow-reinstall, because we don't have many cab file in new version firmware)
3. reboot and see check if the firmware upgrading is progress well.
